IDL allows you to drive legally in 192 countries. It will not be recognized without your valid US driver’s license. An IDL is not proof of driving knowledge or skill, which is why you must also have your driver’s license with you.
If you are coming to the United States from another country and you wish to drive, you must have a valid foreign driver’s license and you must obtain an IDL in order to represent your documents on international “English” standard.
California, Massachusetts, and Arizona are among the states that require only a valid foreign driver’s license, not an IDL. Still, even these states typically recommend that you get an IDL because it will be written in English and hence facilitate communication if you need assistance while driving or are involved in an auto accident.
